These large, skimming tools were used in all kitchens (though the material would vary from iron through to brass / copper) and were for skimming vegetables etc from large cooking pots.

This particular example has a brass bowl and handle with copper rivets attaching the two together. The handle is relatively ornate with fret decoration to the top and lower sections.
