Before the invention of refined sugar, it would be sold as Loaf sugar and these contraptions would be used to cut the sugar into smaller pieces before grinding it my hand in the household kitchen.
This is a particularly nice quality example on an oak base, and would probably have been used in a large country house kitchen.
