Silver tea sets gained increased popularity in Victorian times, owing to the high thermal conductivity, therefore tea leaves could be brewed at a higher temperature than with any other teapot. The higher the temperature, the more the tea leaves release their flavours within the brew. Silver tea sets were an impressive show of wealth, and for the exceptionally wealthy, they would be engraved with the family crest.  Tea drinking in the early 20th century was popular with all classes, and the silver tea set style could be mass produced for all in silver plate.  
 
This silver plated cream and sugar,  is in very typical Art Deco style, it would have been used by a household of reasonable means.  The 'cream', would likely have been used for milk rather than cream.
