This is a kitchen copper scoop with a turned, ebonised wooden handle with copper rivets. This would have been used in a large country house kitchen or in a general store for dispensing dry goods such as oats, lentils etc. 
 
There are no splits to the copper, there are some scuffs to the wooden handle.
