This is a silver plated salver or tray of a good guage, with a dragoon edge. This type of tray would be used in a middle income household as a tea tray or drinks tray, this style was also very popular in hotels and restaraunts.
 
The silver plate has no ware, but the tray does have minor surface scratches.
